Eyewash stations must deliver ≥ 0.4 GPM for 15 minutes at 60°–100°F tepid water, located within 10 seconds / 55 ft of the hazard.

Yes. ANSI Z358.1 requires water between 60°F and 100°F. Cold tap water can cause hypothermia or shock during a 15-minute flush; hot water can scald. A thermostatic mixing valve (TMV) is the standard solution.
