Placement comes before length. ADA Section 603.4 sets shelves 40 in. minimum and 48 in. maximum above the finish floor. If the shelf sits in a circulation path between 27 and 80 in. above the floor, Section 307.2 allows 4 in. of projection at most. A deeper shelf therefore belongs above a lavatory or in an alcove.
