How to measure a soap dispenser
Measure from the finish floor to the operable part, the component used to activate the dispenser, such as a push pad, button, or lever. The bottom of the housing is the wrong reference point unless the control sits there.
Next, measure the reach depth. At a lavatory, that is the horizontal distance from the front edge of the bowl or counter back to the operable part. It decides which height limit in 308.2.2 applies.
A reach depth of 20 in. or less allows a high reach of 48 in. Beyond 20 in., the limit drops to 44 in., and the reach depth itself may not exceed 25 in.
Placement at the lavatory and counter
Advisory 606.1 recommends locating soap dispensers so a person at the accessible lavatory can use them conveniently. Read that as advisory guidance. The binding height rule is 309.3.
Section 606.2 gives the accessible lavatory a forward approach with knee and toe clearance. A seated user reaches forward over the bowl, so the obstructed forward reach in 308.2.2 usually controls. That section also requires the clear floor space to extend beneath the element at least as far as the reach depth.
A dispenser on a side wall beside the counter may be reached from a parallel approach instead. Under 308.3.2, the counter below can be at most 34 in. high and 24 in. deep. The high side reach is 48 in. for a reach depth up to 10 in. and 46 in. beyond that.
Installation mistakes that miss the reach rules
One mistake is copying the height of an old dispenser set for standing users. A push pad above 44 in. fails 308.2.2 when the reach depth over the counter is more than 20 in.
Another is a counter-mounted pump set far back on a wide vanity. Once the reach depth passes 25 in., no mounting height meets 308.2.2.
A third is a stiff or twist-style valve. Section 309.4 caps activation force at 5 pounds and rules out tight grasping, pinching, or twisting of the wrist.
What to look for when buying
Start with how the dispenser is operated. A broad push pad that works with one hand and no pinch fits the operation language of 309.4 more easily than a small knob.
Ask the manufacturer for the activation force and compare it with the 5 pound limit. A keyed refill cover used only by custodial staff falls under the 205.1 exemption for service and maintenance parts.
On a counter with a reach depth past 20 in., consider a low push pad or a pump near the front edge. Both layouts can hold the operable part at or below 44 in. within a 25 in. reach.
