Where to measure on a towel dispenser
Section 106.5 defines an operable part as a component used to insert or withdraw objects, or to activate, deactivate, or adjust the element. The opening where a user pulls out a folded towel fits that definition.
On a lever or crank model, the handle counts as an operable part too. On a roll unit with a push bar, the bar counts. Measure each one from the finish floor.
Check the highest operable part against the maximum and the lowest against the minimum. The cabinet above them is not an operable part, so its top edge is not held to 48 in.
Reach ranges beside and above counters
With nothing in the way, the reach limits match from the front and the side. Sections 308.2.1 and 308.3.1 both set 15 in. minimum and 48 in. maximum above the floor.
A counter under the dispenser changes the math. A forward reach over it counts only where the clear floor space extends beneath the counter. Then 308.2.2 keeps 48 in. up to a 20 in. reach depth, and 44 in. out to a 25 in. reach depth.
Reaching from the side, 308.3.2 allows a counter up to 34 in. high and 24 in. deep. The high reach stays at 48 in. to a 10 in. reach depth and drops to 46 in. beyond it.
Projection into the circulation path
Section 307.2 covers objects whose leading edges are more than 27 in. and not more than 80 in. above the floor. Those objects may protrude 4 in. maximum horizontally into the circulation path.
For a wall-mounted dispenser, read two numbers together: the height of its lowest edge and its depth from the wall. The first decides whether 307.2 applies, and the second decides whether the unit meets it.
A recessed or semi-recessed model keeps its face close to the wall plane. Placing the unit where it does not project into the circulation path is the other way to stay clear of the limit.
Common mistakes and buying checks
One slip is measuring to the bottom of the cabinet rather than to the operable part. Another is setting the lever at a standing user's height, above 48 in.
A crank that needs a firm grip or a wrist turn conflicts with 309.4. So does a pull or lever that takes more than 5 pounds of force.
Combination towel and waste units deserve a second look. Before ordering, get a dimensioned drawing and confirm the outlet height against 308 and the installed projection against the 4 in. limit.
